Mother tells story of 12-year-old rape victim

The Statement of Joyce Farley of Pennsylvania, Hearing on the Child Custody Protection Act before the Subcommittee on the Constitution, House Judiciary Committee, May 21, 1998:

I’m here today to tell you why I support the Child Custody Protection Act. My daughter was a victim of several horrible crimes between the ages of 12 and 13. My child was provided alcohol, raped, and then taken out of state by a stranger to have an abortion. This stranger turned out to be the mother of the adult male who provided the alcohol and then raped my 12-year-old daughter while she was unconscious. The rapist’s mother arranged and paid for an abortion to be performed on my child. This woman lied and falsified records at the abortion clinic to make sure this abortion would be completed without my knowledge. The abortion had been arranged to destroy evidence – evidence that my 12-year-old daughter had been raped…

Following the abortion, the mother of the rapist dropped off my physically and emotionally battered child in another town 30 miles away from our home. The plan was to keep the rape and abortion a secret. If I’d not contacted the state police… when I found my child missing, she might not be alive today. Severe pain and bleeding revealed complications from an incomplete abortion. This required further medical care and a second abortion to be performed…

The bill you are considering today may help prevent this from happening to my neighbor’s child, my future grandchildren, or any child in the United States. It has been 3 years since these crimes were committed, but my daughter still suffers physically and emotionally…

Despite Joyce Farley’s pleadings, pro-choice activists successfully killed the bill. It has never become law on a national level.

  1. PS a 12 year old can have a baby and place him or her for adoption far more easily than having him ripped from her body. Either way, her parents need to be informed and involved. Not strangers.

  2. Are you kidding?? You think that a repressed rape and forced abortion– not to mention botched– without her mother’s knowlege or consent was in any way NOT the worst thing that could have happened?? A child needs her mom for everything at that age!! Not to mention dealing with horrific nightmares like this. The only person this situation protected was the rapist.

It’s ridiculous that a mother would want her 12 year old daughter to give birth to a rapist’s child and be even more scarred after the toll pregnancy and birth takes on a little girls body which will then be impaired for the remaineder of her life.. while her friends are getting ready for gym class she’ll be hiding her stretch marks in the toilet ,her confidence will shatter and any future relationship will be hard pushed to survive in healthy terms and then we have the subsequent haunting of her rapists face mixed with her own, with her every day of her life afterward birthing it! mum doesn’t sound like the helpful type so she’d be largely in the way would probably use child services as a control tool, And yet you’re prepared to listen to a woman who didn’t even notice that her daughter was being raped for over a year then persuaded to disappear on tour de abortion and only notices after it’s all over that her 12 year old daughters missing!? sounds like a truly terrible mother! You people just don’t have a clue do you? There’s a reason why logic won the arguement and the bill was quashed. I’m sure you pro-lifers think you’re doing something oh so noble but the fact is you’re not you’re being very narrow minded, petty with low-down dirty tactics. And lastly If that were my daughter treated in this manner I wouldnt be sitting grumbling about a baby the daughter and (I’m going to refer to him as boyfriend instead of rapist as we’re not imbecilic like the mother we know she was clearly seeing him) her boyfriend clearly didn’t want I’d be putting that boy and his mother in hospital and I would force myself to come to terms with the fact that I had failed as a decent parent in protecting my child and indeed raised a promiscuous child that could not initiate or carry off a conversation with myself about this ‘horrific series of unfortunate events’ that wasn’t forced on her but she willingly participated in …many times over.
